build and operate infrastructure in production, business and service centers or industrial clusters according to the provisions of Form No. 06, Appendix VI issued together with this Circular.<\/li><li and Environment (where the investment project is located, the establishment has production, business and service activities);\u00a0<\/span><\/li><li style=\"text-align: justify;\"><span style=\"background-color: var(--ast-global-color-5); font-style: inherit; font-weight: inherit;\">District-level People&#039;s Committees;\u00a0<\/span><\/li><li style=\"text-align: justify;\"><span style=\"background-color: var(--ast-global-color-5); font-style: inherit; font-weight: inherit;\">Investors in construction and business of technical infrastructure in concentrated production, business and service zones or industrial clusters (for establishments located in economic zones, concentrated production, business and service zones) or industrial clusters);<\/span><\/li><\/ul><p style=\"text-align: justify;\"><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">b) Investors in construction and business of technical infrastructure of concentrated production, business and service zones shall send reports on environmental protection to the agencies as prescribed at Point m, Clause 4, Article 51 of the Law on
